If you need something that can still save out to a file folder/share, then one of the many FTP servers that includes a web interface would be the way to go. The files still sit in LiquidFiles but you (on the receiving end) would need to FTP/SFTP/SCOP into LiquidFiles to retrieve the files, instead of getting the usual email/link to download it via the web. There is something called FTPdirs which lets you send and retrieve files via FTP/SFTP/SCP. It can even accept FTP, SFTP and SCP connections, which act like a filedrop, so the files stay stored in LiquidFiles. The files are stored in LiquidFiles itself, so you need to login to it to retrieve them, it cannot save them out to a file folder/share. 100% browser based, can be done without even requiring a login. Users just go to a website, type in a couple fields and upload a file.
